Disregarded Persons
The following groups of people may be disregarded and may not have to pay Council Tax:

People under 18

People under 19 if child benefit is in payment

People under 20 who have recently left education
-
Students under 20 studying no higher than "A" Levels or equivalent

Full time students at University or equivalent
-
Foreign language assistants
-
Student Nurses
-
YTS or equivalent trainees
-
People with a severe impairment of intelligence and social functioning that is permanent
-
Carers who care for a resident member of the household
-
Carers introduced by an official or charitable body
-
Carers in premises provided by an official or charitable body
-
Patients resident in hospital
-
People receiving care or treatment in resident care or nursing homes, bail or probation hostels or certain other hostels
-
Residents in accommodation for those of no fixed abode
-
People in prison or other places of detention
-
Members of religious communities
-
Members of International HQ's and Defence Organisations
- Members of visiting forces
