The Council is composed of 48 Councillors who are each elected to serve for four years and are divided into the following political groups, as of May 2011:

• Liberal Democrats: 29
• Conservative: 14
• Labour: 4
• English Democrats: 1

Councillors are democratically accountable to residents for their ward. Although the overriding duty of Councillors is to the whole community they have a special duty to their ward.
