In common with other local councils, we produce a number of statutory and non-statutory plans and strategies, some of which are produced jointly with our partner organisations.

Annual Report 2008-09 including Best Value performance information

The main purpose is to report on what we have achieved over the past year with regard to delivering best value, both in terms of reviews that we have carried out and in our overall improvement in service delivery across the Council. It also outlines what the Council wants to achieve over the next 3 years and the progress that is being made to deliver the key priorities in the 2007/10 Strategic Plan.

Anti-Fraud and Corruption Strategy

The Council is committed to maintaining a high level of service for the benefit of its community. As an integral part of this high level of service, the Council aims to prevent the occurrence of fraud and corruption in all its activities

Asset Management Plan

The objective of corporate asset management is to ensure that the Council's assets contribute to the achievement of the Council's Strategic Plan. The Strategic Plan is based on five key themes derived from the Community Strategy.

Community Safety Strategy

Three Rivers Community Safety Partnership works together to prevent and reduce crime and disorder.  The 2008/09 Community Safety Strategy and action plan can be downloaded below.

Community Strategy

Three Rivers Community Strategy 2006-2012: This Strategy has been developed by members of the Local Strategic Partnership in Three Rivers. It sets out how we are working together to improve the quality of life of people who live and work in the Three Rivers District.

Data Quality Strategy

The Council needs information that is fit for purpose in order to manage services and account for performance.  Service users, and in particular members of the public, need accessible information to make informed decisions and Regulators and government departments must satisfy their responsibilities for making judgements about performance and governance.

Financial Plan

The Council's Annual Financial Plan 2007-2010. This document provides a brief guide to the Council's finances and gives information for the period commencing with the financial year 2007/2008 and ending in 2009/2010.

Green Travel Plan

This Green Travel Plan sets actions to improve the green travel options available to TRDC staff and Members and to the Council's customers and visitors. The key aim of the plan is to help make a contribution towards the reduction of pollution and green house gas emissions which currently lead towards global warming.

Housing Strategies and Plans

One of the key corporate priorities for Three Rivers Council is the elimination of anti-social behaviour. This housing department anti-social behaviour policy is intended for tenants and leaseholders of the Council. The Council is also working towards producing a corporate anti-social behaviour policy to co-ordinate the work of the various council departments.

Implementing E-Government Statement

The Information and Communications Technology (ICT) service at Three Rivers District Council is a key component of the Authority's overall operations. The Information Strategy ecompases Information Management, external and internal influences and ICT drivers and solutions.

Procurement Strategy

Three Rivers has a tradition of using external competition a means of delivering one of its key aims; providing the best service possible at the lowest reasonable cost. It has been largely successful as a means of delivering what the Council needs and providing added value for the Council, residents and service users.

Race and Disability Equality Scheme

In 2006, the Council's Equal Opportunities Forum developed a new Race and Disability Equality Scheme in consultation with key partners. The Scheme lays out the Council's response to its duties under the Race Relations (Amendment) Act (2000) and Disability Discrimination Act (2005). The scheme also includes a list of relevant functions and policies in relation to Equal Opportunities and can be downloaded below.

Risk Management Strategy

The Council will ensure that risk identification, assessment and management is a routine part of decision-making, in much the same way that consideration is given to budget availability or staffing resource.

Safeguarding Children, Young People and Vulnerable Adults Policy

Three Rivers District Council takes seriously the issue of safeguarding children, young people and vulnerable adults. Within the course of providing our services, or contacting local residents, we have the opportunity to make positive impacts in improving children’s lives and protecting them, and vulnerable adults from injury and abuse. The Victoria Climbie case highlighted the necessity for all agencies to be vigilant for child abuse, to recognise their duty of care, and to ensure that any concerns are acted upon, recorded and followed through.

Strategic Plan - 2008 - 2011

This document brings together the high level, medium- to long-term objectives which the Council considers its priorities for the District. They are informed by and support the priorities of the Three Rivers Community Strategy, which was developed by a range of public and voluntary sector partners in order to bring about a whole range of improvements across the district. This plan focuses on those areas where the Council has a lead role, or can play a key part in delivering or influencing the outcomes.

Value For Money Strategy

The Strategic Plan states that "the Council seeks continuous improvement and value for money". By 'Value for Money' the Council means the optimum balance between economy, efficiency and effectiveness.

Whistleblowing Policy

The Council is committed to the highest possible standards of openness, probity and accountability. In line with that commitment we encourage employees and others with serious concerns about any aspect of the Council's work to come forward and voice those concerns.
