Corporate Resources and Governance
The Corporate Resources and Governance Department has eight sections providing customer orientated services and support to other departments that deliver front-line services.
Accountancy
The Accountancy Practice provides accountancy services for the whole Council which includes officers and Members alike. It is not a front line service but supports those front line services in achieving the Councils aims and objectives. The Section has a corporate governance role and gives corporate accountancy advice on legislative changes and the financial implications of proposals. It ranges from setting the Council’s budget, budget monitoring, final accounts through to the published financial statements together with advice and support to officers and committees. Additionally the section is responsible for treasury management (investment and borrowing), insurances, value added tax, income control, banking services, administration and control of creditors and purchase order systems, payroll accounting, administration of the car loans and leased car schemes and administrative support for concessionary travel and Beat the Killer Cold schemes.

Customer Services Centre
The Customer Services Centre provides a front line Callcentre, Reception and One Stop Shop service for the Council on behalf of all its services.

Democratic Services
The Democratic Services section provides Committee Administration support to the Council and organises Elections and compiles the Electoral Register.

Exchequer Services
The Exchequer Services section is responsible for the administration of Council Tax Benefits and Housing Benefits. The section is also responsible for the prevention, detection and prosecution of fraud.
The Exchequer Services section is responsible for the billing and collection of Council Tax and National Non-Domestic Rates.
Internal services provided include Risk Management and the client function for Internal Audit.

Information and Communications Technology
The Information and Communications Technology section provides support and advice to all departments in the provision, and maintenance of ICT systems, solutions and services.
The section is also responsible for Data Protection and dealing with Freedom of Information requests.

Legal Practice
The Legal Practice provides legal advice and support to the whole Council which includes officers and Members . It does not provide legal advice to the general public. It is not a front line service but supports front line services in achieving the Councils aims and objectives.

Performance Management and Scrutiny
The Performance Management and Scrutiny section provides a diverse range of centralised services including Communication, Office Services and Performance Management. The service has responsibiltiy for the delivery of both mandatory and discretionary services that ensures compliance with government policy and legislation as well as supporting the organisation on governance issues and the provision of direct internal support services.
