Corporate Resources and Governance

The Corporate Resources and Governance Directorate has eight departments providing customer orientated services and support to other departments that deliver front-line services.  Four of the departments provide a shared service for Three Rivers and Watford Borough Council.

Corporate Services

The Corporate Services section provides a diverse range of centralised services including Communications, Office Services and Emergency Planning. The service has responsibiltiy for the delivery of both mandatory and discretionary services that ensures compliance with government policy and legislation as well as supporting the organisation on governance issues such as risk management, Data Protection and Freedom of Information.

Customer Services Centre

The Customer Services Centre provides a front line Callcentre, Reception and One Stop Shop service for the Council on behalf of all its services.

Democratic Services

The Democratic Services department provides Committee Administration support to the Council and organises Elections and compiles the Electoral Register.

Finance

The Finance department provides a shared service for Three Rivers and Watford Borough Council.  It is not a front line service but supports those front line services in achieving the Councils aims and objectives. The Section has a corporate governance role and gives corporate accountancy advice on legislative changes and the financial implications of proposals.  It ranges from setting the Council’s budget, budget monitoring, final accounts through to the published financial statements together with advice and support to officers and committees.  For further information, see the Medium Term Financial Plan, External Auditor's Reports and the Statement of Accounts.

Additionally the department is responsible for treasury management (investment and borrowing), insurances, value added tax, income control, banking services, administration and control of creditors and purchase order systems.  The department is also responsible for the prevention, detection and prosecution of fraud.

Human Resources

The Human Resources department provides a shared service for Three Rivers and Watford Borough Council.  The department provides managers and staff advice and support on:

  • Training and Development
  • General HR advice and support

Information and Communications Technology

The Information and Communications Technology department provides a shared service for Three Rivers and Watford Borough Council.  It provides support and advice to all departments in the provision, and maintenance of ICT systems, solutions and services.

Legal Practice

The Legal Practice provides legal advice and support to the whole Council which includes officers and Members .  It does not provide legal advice to the general public.  It is not a front line service but supports front line services in achieving the Councils aims and objectives.

Revenues and Benefits

The Revenues and Benefits department provides a shared service for Three Rivers and Watford Borough Council.  It is responsible for the administration of Council Tax Benefits and Housing Benefits

The department is responsible for the billing and collection of Council Tax and National Non-Domestic Rates.
