Community and Environmental Services

The Community and Environmental Services Department has eight sections providing various customer orientated services.

Building Control

The Building Control section is responsible for the enforcement of the Building Regulations.  The section deals with Full Plans, Building Notice and Regularisation applications, which cover building work on all types of buildings from small domestic extensions to large commercial and industrial developments.  The section also exercises control over such matters as dangerous structures and excavations; ruinous and dilapidated sites; demolition works and means of escape in case of fire in certain buildings.

Development Control

The Development Control section is responsible for the processing of planning and associated applications required under Town and Country Planning legislation.  The section also deals with appeals related to the granting or refusal of planning applications and the discharging and enforcing of the conditions associated to planning applications and dealing with unauthorised development.

The section also provides general planning advice through the Duty Planner system, informal discussion, correspondence and the website.

Development Plans

The Development Plans section is responsible for Planning Policy within the district, which includes the Local Development Framework. The section also works with other relevant agencies in the development of transportation plans and strategies for the district.

Leisure and Community Services

The Leisure and Community Services section provides a variety of leisure activities across the district. The following leisure venues are owned and funded by Three Rivers District Council and managed by Hertsmere Leisure:

Leisure Services manage Watersmeet, Croxley Green Skate Park and the Aquadrome. The Community Leisure team provides a range of courses and activities in Sports, Arts and Play across the whole district for children, young people and adults.  The Landscape section is responsible for the efficient management of trees in Authority ownership within urban and rural environments.

The department also deals with Community Partnerships, such as the Local Strategic Partnership and the Community Safety Partnership.

Environmental Health

The Environmental Health section provides many services, including Animal Control, Health and Safety, Pest Control, Pollution Control, Residential Standards and Licensing.

Environmental Protection

The Environmental Protection section is responsible for the collection of refuse and recycling.  The section is also responsible for Environmental Maintenance around the district, such as dealing with abandoned vehicles, flytipping, graffiti removal and street sweeping.

The section also manages the two cemeteries in the district.

Housing Needs and Strategy

The Housing Needs and Strategy service will be a retained function following the successful transfer of the Council’s housing stock and landlord function to Thrive Homes.  The service will deliver a strategic housing and enabling functions through three sections:

Housing Needs - dealing with the statutory homelessness function and promoting housing options and choice for people who wish to be housed in and outside the District, including management of the Council’s Choice Based Letting Scheme.

Housing Strategy - producing and monitoring TRDC Housing Strategies and ensuring that the need for new housing is understood, and then met by the Council, RSLs and the private sector. 

Housing Development – enabling the delivery of affordable housing in partnership with RSLs, HARI, the Housing Corporation and developers and maximising affordable housing development opportunities through Section 106 opportunities.

Sustainability

The Sustainability department includes Asset Management, the promotion of sustainable energy related matters, Local Land Charges and management of the car parking service, provided by Vinci Park Services Ltd.

The department is also responsible for dealing with traveller and other illegal incursions on to council and private land.
