Decisions regarding service delivery, policies and expenditure are made by the Executive Committee and/or Full Council.

Decisions regarding the approval or rejection of non-delegated Planning Applications are made by the Development Control Committee.

There are four Policy and Scrutiny Committees that make recommendations to the Executive Committee and may also be consulted on forthcoming decisions and development of policy.  They also monitor the decisions of the Executive Committee and can "call in" a decision which has been made but not yet implemented. This enables it to consider whether the decision is appropriate. It may recommend that the Executive Committee reconsider the decision.  The four Policy and Scrutiny Committees are:


The Licensing Committee and the Regulatory Services Committee are responsible for Licensing, Electoral and miscellaneous matters and external Health & Safety at Work.


The Audit Committee is responsible for approving internal audit's strategy, reviewing internal audit reports, considering reports of external audit and inspection agencies, considering the effectiveness of Council's Risk Management Strategy and approving the statutory Statement of Accounts.
