Best Value is a Government scheme to make sure local authorities are working efficiently and providing a good service to their residents. As from 1 April 2000, all local authorities have had a duty of Best Value. 

By the end of June each year, every council must publish a Best Value Performance Plan (BVPP) which gives details about the authority's approach to Best Value.
